The ‘Harker View’ proposal for commercial development on land to the west of the A7 at Harker will be considered by Cumberland Council’s Planning Committee on Wednesday (15 October 2025).
The application (22/0836) was originally made in 2022, at which point residents were consulted with significant opposition from many. The application has taken three years to come to Committee, the main change since the original application has been the removal for a proposal for a hotel.
The application being considered by the Committee on Wednesday is in two parts:
(a) Full Planning Permission for ‘Plot 3000’ (the link area on the map below), which seems to be for three ‘medium sized’ commercial units. (This is the area marked in pink on the map below). This includes a new roundabout on the A7 between the motorway roundabout and Harker Park.
(b) Outline Planing Permission for ‘Plot 1000’ and ‘Plot 400’ (marked in blue and green on the below map), for what might happen there in the future. This is for larger commercial units (e.g. distribution) in the blue area, and smaller commercial units in the green area, including a ‘drive through’. Outline planning permission means that the final proposals would need to be made as a further planning application, but the decision on what can happen there has been made ‘in principle’.
The land to the north of the blue area (MOD buildings in the past) is currently being developed as 300 houses.

The application is ‘recommended for approval’ by the Council’s Planning Officers. The final decision is made by members of the Planning Committee.
