Cumberland Council’s Standards and Governance Committee met on Wednesday 10 June at the Copeland Centre in Whitehaven. The Committee oversees councillor conduct, for both Cumberland councillors and town and parish councillors, along with aspects of the Council’s governance. Here is a short summary of the main items.
Code of Conduct complaints
The Committee received the annual report on Code of Conduct complaints. There were 52 formal complaints, a slight fall on the previous year: 9 against Cumberland councillors, 34 against town and parish councillors, and 9 that fell outside the Code of Conduct. Most were resolved informally at the first stage. Complaints came from only around 12% of the area’s town and parish councils, and the most common themes were disrespectful behaviour, conduct at meetings and the declaration of interests.
Independent Person
The Committee was updated on the decision to extend the term of the Council’s Independent Person, who advises on standards complaints, until the Council’s Annual Meeting in 2028. The Council is required by law to have at least one Independent Person.
Health and Safety Executive improvement notice
The Committee considered an Improvement Notice from the Health and Safety Executive requiring the Council to put in place an adequate written plan for managing the risk from asbestos at one of its buildings in Whitehaven, with a compliance date of 24 July 2026. The Council has brought in specialists to review its whole property portfolio, set up a task group and oversight board, and requested £500,000 from contingency funding for the work needed. [CHECK: points you raised, and whether the notice has since been complied with]
